Technical Program Manager

Location: Richmond, VA or McLean, VA (Onsite)
Duration: 12+ Month Contract

Overview

We are seeking an experienced Technical Program Manager to lead and coordinate complex technology initiatives across cross-functional teams. This role requires strong program leadership, technical understanding, and the ability to manage multiple projects while ensuring alignment with organizational goals and delivery timelines.

The ideal candidate will excel at stakeholder engagement, program governance, risk management, and driving successful project execution in a fast-paced technology environment.

Key Responsibilities

Communication & Stakeholder Management

• Serve as the primary point of contact between business stakeholders, engineering teams, and leadership.

• Facilitate effective communication across cross-functional teams to ensure alignment on program objectives.

• Provide regular updates to stakeholders on program progress, risks, and milestones.

Technical Understanding

• Demonstrate strong technical acumen to collaborate effectively with engineering and product teams.

• Understand system architecture, integrations, and technical dependencies impacting program delivery.

• Translate technical requirements into clear program plans and deliverables.

Project Planning & Execution

• Develop and manage comprehensive program and project plans including scope, timelines, and deliverables.

• Coordinate resources and ensure projects are executed according to defined milestones.

• Drive program execution from planning through delivery.

Project / Program Tracking

• Track program progress and ensure alignment with project goals and timelines.

• Monitor project performance using appropriate tools and reporting mechanisms.

• Ensure visibility into program status across teams and leadership.

Risk & Issue Management

• Identify potential risks and issues that may impact program delivery.

• Develop mitigation strategies and coordinate resolution with relevant teams.

• Escalate critical issues when necessary to ensure timely resolution.

Collaboration & Teamwork

• Work closely with engineering, product management, operations, and business teams.

• Foster a collaborative team environment focused on delivery and problem solving.

• Support cross-team coordination for program dependencies.

Timeline & Delivery Management

• Ensure program milestones and deliverables are met within defined timelines.

• Manage dependencies across multiple teams and projects.

• Maintain accountability for successful program outcomes.

Process & Governance

• Establish and maintain program governance frameworks and best practices.

• Ensure adherence to organizational standards for program management.

• Continuously improve processes to increase program efficiency.

Documentation & Reporting

• Maintain detailed program documentation including plans, status reports, and meeting notes.

• Provide clear and concise reporting on program performance and progress.

• Ensure documentation supports transparency and accountability.

Adaptability & Prioritization

• Manage multiple priorities and shifting project requirements effectively.

• Adapt to changing business needs and evolving program demands.

• Prioritize initiatives to ensure focus on high-impact deliverables.

Required Qualifications

• 7+ years of experience in Technical Program Management or Project Management

• Strong experience managing large, complex technology programs

• Demonstrated ability to work with cross-functional technical teams

• Experience with program planning, tracking, and risk management

• Excellent communication and stakeholder management skills

• Strong organizational and problem-solving abilities

Preferred Qualifications

• Experience working in enterprise technology environments

• Familiarity with Agile, Waterfall, or hybrid delivery models

• Experience using program management tools such as JIRA, Confluence, or similar platforms
